On March 26, 1947 he married Wanda Lee Hawkins (born on June 23, 1928, California)(-

). 

They had 3 children Suzanne Deborah (born on August 22, 1949, California), Kathy Lea (born on November 18, 1950, California) and Lowell Scott (born on December 27, 1955, California). They divorced in July 1966.

On February 20, 1970 he married for his second marriage, a United Airlines flight attendant, Sima Lalich (born in

1942, Ohio)(). They divorced in 1994.

His last spouse was Gina Velardi ().

In 1960 he belonged to the security crew of the Democrat Convention, to which John and Robert Kennedy attended, under William Parker's command.

He was posted in June 1963, by William Parker, after the resignation from Captain James Hamilton, head of the intelligence bureau in Los Angeles.

He would become Chief of the LAPD from March 28, 1978 until June 1992.
